Graduated in medicine from the Federal University of Juiz de Fora (1975), residency and master’s degree in psychiatry from the Federal University of Rio de Janeiro (1983), PhD in medicine (preventive medicine) from the University of So Paulo (1992), and postdoctoral at the London School of Hygiene and Tropical Medicine, University of London (2008). He was National Coordinator of Mental Health, Alcohol, and Other Drugs at the Ministry of Health from August 2000 to December 2010 and president of the III National Conference on Mental Health (2001) and the IV National Conference on Mental Health—Intersectoral (2010). He is an associate professor at the Federal University of Rio de Janeiro (Faculty of Medicine and Institute of Psychiatry, IPUB). He has experience in the areas of public health and medicine/psychiatry, with an emphasis on mental health, working mainly on the following topics: public policies on mental health; psychiatry; mental health trends; deinstitutionalization; public policies for attention to alcohol and other drugs; mental health; and primary health care. He is the regional vice president of the World Association for Psychosocial Rehabilitation (WAPR).
